Do you know how much fibre is???
Its about £1200 just for 1 NIC card and about £2000 per meter of fibre!! The school does not have that kind of money!!
And the switches are like £10,000.
Its not really worth investing in fibre at the moment.
You will bankrupt youself!

better off with CAT5e or CAT6, thats pretty fast. But with CAT6 you must not bend it too much and keep it as straight as possible as you will loose data packets that way. [thats why the cables are twisted inside, to reduce interferance by having a continus line]
CAT6 is really CAT5 with more twists !
And fibre is really hard to work with. Crazy speeds. But way too expensive for any school
