Windows has to run in virtual machine on RM network

I saw a page about virtual pc's on CC3 network.
(I can't find the link again, but I will post It as soon as I find it)
It stated that buy having the virtual pc software on the network, which is really virtual pc 2004 just the school pays for it instead of them getting it free of microsofts website that it would let the students have the abality to explore the "vanilla" of windows xp without compromising network security.
Why the hell did rm describe xp as "vanilla" :? :?:

No it was not that one.
It was slightly different.
It did not have the programming thing, but just showed windows xp default desktop inside virtual machine with the rm background behinid.
