No I do not. The licensing we currently have is more than enough. You need to understand the the people who are going to get a license do not need anymore strict rules, because their (for the most part) the good homeowners, and the people who use the guns for evil are not going to get them licensed. Assault rifles should also be kept unbanned because their mostly in the hands of collectors, hunters, and simply gun aficionados. I can count the number of times an assault rifle has been used to murder people in this country on one hand! In order to get one, you have to have a class-3 weapons license, which has plenty of safeguards against abuse.
As for your last point, I agree with it. Mostly. Marking the bullets adds help to police to catch criminals without infringing on the rights of regular homeowners. The only problem I would have with it, is if it would increase the price of bullets too much.
