I have never had to do this on an xp machine before, but is there anyway in which you can just reset all permissions to the factory settings, without changing anything else???

Not that I am aware of, you would have to be able to change something that is inter-twined into the entire OS.

If you think about it, having a factory reset button built into windows would be a bit like saying:

"Hello respective hackers/intruders. We at microsoft have now decided that security is of utter irrelevance in an operating system. For said reasons, please click this button we've programmed into the OS to disable all the built-in security protection. It'll only take a few seconds. It will make your lives much easier. I don't why I'm saying this, as hackers don't exist! I am a complete idiot. Please sue me quickly."
