Right.

Firstly, you don't need a satellite to do that. Phone networks and traffic lights are two very different things controlled in two very different ways. If you wanna screw around with traffic lights, and take the consequences when someone gets hit on the road, then feel free to screw around with the control box which will be near the traffic lights in question.

Secondly, and I am assuming you mean a geostationary earth orbiting satellite here, are you really gonna be able to finance the manufacture launch of a satellite into space? If you can, I'll be impressed. ...and wouldn't mind having some of the money...
