I just made a phishing page but i have a little problems getting the php file to forward and save the file in the out.txt file .....Can anyone here help me please?

Not with that much information.

The most common mistake is not chmodding the text file you're writing to to the right permissions.

What exactly are the legitimate reasons for making a phishing page?

The only one I can think of is when performing a pentest against a client, and if he's getting paid to do this, and doesn't know how to make a phisher, that's not good.
