I assume by HTML you mean some kind of text editor...?

Notepad++ is my editor of coice; it has excellent syntax highlighting, good macros, tabs, and some nice plugins. I find that WYSIWGY editors add way to much crap to the source of the page, are slow to load, and don't give you nearly as much control over what you're doing.

I've always found that Dreamweaver is too bloated for my tastes. I just use notepad++ on one screen, and firefox open on the other, set to auto-refresh the page ever 10 seconds or so.
