Maybe you shouldn't access it then? I'm not even sure what it is, but I don't see how every group can't access it.

Secpol.msi? I'm guessing you mean secpol.msc ; it's the local security settings management console.

If you're an admin you should be able to access it... make sure it's secpol.msc you're trying to get to and not secpol.msi...

This particular snap-in manages computer policy aswell as user's... you can use it to tighten up some of the windows policies that make it insecure...
