Something I've tried in the past is...
Go to 'regedit' right-click on each of the folders on the left hand side, select 'Permissions' and ensure that the 'Full Control' option for Administrators is checked. Do this for each folder.

By 'gpedit', do you mean gpedit.msc, the group policy editor in microsoft management console?

Best solution to all of Windows Xp's problems.
Reinstall windows. Then your Group Policy Editor will work.

i already tried that - but you won't believe this - my xp pro disk doesn't owrk on my laptop - i have a S-ATA HDD - i need an xp pro disk to do a S-ATA HDD - ANY IDEAS ? ? ?

You'll need to get the XP drivers for your SATA controller, and patch the XP disc with them. I can't remember how to do it off the top of my head, but you'll almost certainly need the software nLite.
It'll let you create a new patched XP disc with the drivers on it. It'll also allow you to do a whole host of other patches and tweaks, and the disc can be set-up to do an unattended install aswell. Nice.
